electricity in hair

I have a long haired persian cat who has a major fear of grooming. When I adopted him he was covered with mats and obviously never groomed by the initial owners. I have tried to work with him and now he allows 5 long grooming strokes with a rake groomer. After that he starts to get aggitated and I always end with a treat. I have taken him to a groomer who gave up and could not handle him. I once had him shaved to a lion cut when he was sedated for teeth cleaning. But not all vets will do grooming with sedation.Plus a $300 fee seemed steep. I have bought a electric groomer but once he hears the noise he bolts and goes crazy. Now with the col weather , his fur is full of "electricity". Does anyone have any suggestions. I have used a dryer sheet to rub on his fur in the past.
