I recommend a vet visit ASAP. I am very concerned that she may have a urinary blockage that is causing the itching. Check to see if she is urinating normally. If she seems to be straining then she needs a vet or an emergency vet right away. Also if the meowing seems to be worse, then also get her in right away.



If she is peeing OK, and the meowing isn't any worse, then it probably isn't an emergency and can wait until regular office hours. But she does need a check anyway. The other thing it could be might be a spay that didn't take like what was mentioned in another answer.
