Limping cat

Hi, my cat damaged its leg, it has been about 15 days ago and he is still limping, though way less than before. Vet suggested that he damaged the ligament, becouse joints and bones seems fine; he never was showing any pain or something, he is able to put some weight on his sore leg, able to scratch his ear with it and even fight other cats using it. He is running around,jumping, but still limping and limping. Vet said he needs time to grow tissue to heal the ligament, and my wife have read some article saying that he had to have surgery within very few days, and that even surgery will not help now.
Any suggestions? By the way how much this surgery can cost?
