Poor baby. Sad to say this is common among manx and other tailess cats. Does he have a full tail or only a stub?

This will probably require invasive treatment - like surgery - to resolve. Your best bet is to seek out a second opinion, perhaps from a veterinary school if you have one close by, or a feline specialist. Your vet is more than likely well-meaning, but probably has not encountered this situation.
