Maybe he's bored and trying to play with you? Not sure, but I would try re-directing his behaviour and getting a toy with feathers on the end to play with. I know my little one is crazy, he plays most of the time and if you try to pick him up or hold him he'll bite and scratch, so we just put him down and play with him. But then after he's done playing, he'll sleep on your lap until you make him move. I might just be a kitten thing.
