No, kittens should not eat litter but they all do. Just make sure that you are using regular litter for them and not the scoopable kind. It can cause blockages in silly kittens. And yes, all kittens like to play in litter boxes, not sure why, but they love it. I guess kinda like human children seem to like to play in the toilet. The kitten will grow out of both behaviors.
