My guess would be that Mom doesn't pay as much attention to kitten #2 because the other cat keeps stealing him and giving him attention so she doesn't have to. It is not usual for mother cats who are close to share kitten raising duties. Since the kit has made it to 4 weeks, he is apparently getting fed although small in size. I would have him Vet checked but he may just be a small cat. I have had litters that vary greatly in size as they may have different fathers and have been conceived a few days apart even. If you are taking the kitten from the cat that steals him and giving him back to his Mom, stop that and perhaps they will stop trying to hide him somewhere. I would also start feeding him kitten food and canned cat food. He is old enough to eat now and he might actually get more calories that way. Let us know how it is going and pictures are always nice too...hint hint
