Who is peeing on the floor, the dog, or the kitten?
I wouldn't let the kitten outside at all. Usually cats that don't live in the same household fight outdoors. Also, there are a lot of risks. Your kitten could catch a diease, or be killed by something.

Your dog probably just wants to sniff the kitten. The kitten is scared because a dog is big. They may need to meet nose to nose. The kitten may give your dog a swip off the nose. But they should be able to learn to live together.
