feral cats in gloucester county, nj

I live in gloucester county in southern New Jersey. There is a growing number of feral cats in the area. Today a neighbor found 3 kittens, I approximate at 6 weeks on her patio. The kittens are living behind alot of junk on the porch. I have seen the mother cat visit periodically. we have fed them and I set my cat carrier , with the food in the back on the porch. Hopefully they will go into eat and the door will be closed. I would love to take them in and try to socialize them and find good homes. But I hesitate because of the big vet bill for 3 kittens. Also I wuld love to find an inexpensive vet/humane society that would spay the mother cat. My vet said she would spay the ferals but I know there would be no discount. The humane society of my county does not believe in spay/release program. Any suggestions would be appreciated.
