Your kitten's belly is swollen because it has worms. This is common in feral cats, as well as tame cats that can go outside. They get worms from ingesting mice, birds, etc. The crusty or closed eyelid is from an upper respiratory infection. These things need to be addressed by a vet. If the kitten is friendly, you could catch it and put it in a cat carrier then take her to the vet. If she is skiddish, you will need to trap her in a humane trap. In most communities there are TNR, or Trap, Neuter and Release programs. In my area it is called Alley Cat advocates. They will provide you with a trap, tell you how to use it, and for a donation, not only will they assist the kitty, but have it neutered as well, preventing future generations of feral kitties.
