First of all, take her off of dry food and put her on cheap hamburger and bone meal.
Check the stool to see if it is formed and well digested, without any gas, to determine if she is digesting and absorbing nutrients. Check the urine for sugar and protein, to see if she is losing nutrients through the urine. Have the vet check the heartrate to determine an overactive thyroid. If she is consuming good quality food in sufficient quantity, digesting and absorbing the nutrients, not losing nutrients, and is not overactive, not burning excessive calories, she has to be maintaining or gaining weight. Check these areas.
