Milk Spends all her time in the water di

Hello,
My young milk snake spends all of her time in her water dish. I keep one side of the tank at about 70, and the other side of the tank at about 80. She goes to the warmer side and gets in the water dish all the time. Is 80 too hot? What's the temp range I should have in there?

Also, I saw a tiny black bug on her head. Looks like a tick maybe. She's eats fine.
