Kingsnake with possible IBD

I've had my Ruthveni Albino kingsnake for about 15 years. A couple years ago he started with some small things that weren't bad, but were strange. It started with him not turning his head to the right. It's like it was always kinked to the left. Then he started slithering in circles, eventually in like a pretzel. Lately he's very lethargic and stays in his hide most of the time.
For the past 6 months he has balance issues with him tipping his head back and kind of rolling on his side. Lately he has tried to eat some mice but spits them out after only getting it half way down.

Any help here is appreciated. There is no herpetologist in my area or anywhere close to me. Does anyone have any experience with this that could help or offer advice?
