Well, I don't want to burst your bubble but a 30 gallon is really not big enough for a 6.5 inch turtle. It needs about twice as much space. But you can get to that when you have time/money for it
As far as filtration goes there are many options. But for small tanks with turtle you should expect to have the total voulme of water water turned over about 8 - 10 times per hour.
A good cheap start might be a hagen aquaclear 300 or 500 power filter. It will turn over 300 (or 500) gallons of water every hour. You will need to clean the filter media (sponges) often and still do about weekly half water changes in such a small tank but that will be reduced when you get a larger one.
