Spotted Turtle skin problem

I have a group of 8 spotteds and one of them seems to have picked up a skin problem with which I am not familiar. The skin is turning grey and seems to flake off with the toe nails growing crooked, pointing every which way. I have tried fungul remedies with no success. The turtle eats fine and none of the other spotteds has this problem. The turtles are kept in a 65 gallon rubbermaid tub, 6 females in one, two males in another, 4 inches of water, a pondmaster 190 for filtration, a land area made out of bricks for basking. I change the water every other week and it is crystal clear. Turtles are fed a variety of food to include waxworms, chopped nightcrawlers, Reptomin, a pinky mouse occassionaly, and other pelleted foods designed for aquatic turtles. Any reply would be greatly appreciated, thanks.
