Leucistic?

Just a couple of question...

1.) What is the definition of Leucistic, ive been searching for it but i cant find an exact answer, is it white, with blue eyes?

2.) Is the Leucistic trait Dominant?

3.) What's the difference between Leucistic and Albino?
