If things are truely inhumane than your local bi-law enforcement can be contacted. The humane society is also a great contact; keep it local though, you'll get more results. If you go to the national website they take it to fuel the anti-exotics campaign and not much else. In many areas the humane society, bi-law, the pound, all work together in such cases.
