Painted Turtle with "furry" skin

I have a young PT that has a fur like texture to it's skin. I brushed it with a soft tooth brush and that did nothing. I added a cup and a quarter of salt to 30 gals on water. I also intend to make a strong salt water and paint it on the PT then keep him out of the water for 1 to 2 hours.

Am I on the right tract?
