The bottom of my Eastern Painted Turtle is peeling...

I was given my Eastern Painted Turtle, Mr.T, for my birthday last May. I believe he is an adult. A week ago I noticed that a corner of one of the pieces that make up his plastron is peeling. Not sure if painted turtles -or turtles in general- shed... if so, how often?
Also, between two scutes on his carapace are two little white spots... one has been there for quite a while now.

Thank you to anyone who can help this first-time turtle keeper!
