If you want to make a cage completely out of acrylic, the edges of each panel need to be precisely measured and then chemically welded with solvent to each other. Do a google search for "how to build acrylic aquarium" and you should come up with a good site - I can't recall the URL and I don't have it on this computer, but it's a cichlid aquarium site and shows how to bond acrylic together in a nice tutorial.

As for exactly how to design one - always mock up your design with stiff cardboard first to see if all your measurements are right before you start cutting expensive acrylic (or having it cut by a plastic supplier or glass shop).

I'm not aware of exact plans available online specifically for cages (ie "this side should be exactly this long, the floor should be this large..." though there might be some tutorials I haven't run across yet.

Just remember that a completely clear cage is probably better for display or show purposes only - it scratches easily and may stress animals out since all sides of the cage are clear.

You might need to get special drill bits or saw blades for working with acrylic as well (specially made for working with plastics).
