Ambient Heat/Panel vs. Lights

I am considering buying a cage from Cages By Design, as I am not that handy with tools. The cage I am considering is

72"T x 48"L x 24"D and it is for a prehensile-tailed skink. I am hoping to add another skink down the line in the same cage. My question is about heat. Since these critters are nocturnal, ambient heat would be way better than basking heat. Someone posted a while back (on page 3) about heating a tall narrow glass cage. Someone said to just put lights on the top and the reptile will regulate its temp by climbing up or down as needed. Like I said, I would rather just have ambient heat. Short of heating the whole room the cage is in, would a radiant heat pad (like one by Helix) mounted on the ceiling of the cage be better than the ceramic heat emitters that mount in light fixtures? I'm kind of thinking that they would both have the same effect. And that the light fixtures will give versatility in what you put in them. Any comments?
