I have seen that when one of my snakes poops in the water and I do not spot it soon enough. Although the outer greenish part has usually been a sort of viscous semi disolved outer layer that apears to have a algae like growth through it. Might be something else but that was what it always looked like to me but in my case it was definitely fecal material originally.
