I would start with the Wildlife Department for your state. Here in FL it's the FL Fish and Wildlife Conservation Commission. Once on their homepage, you can search for reptile information and obtain information regarding permitting, etc. Local codes are a little different and very vague. My city code does not allow dangerous animals or breeding. Well, the breeding portion falls under kennel information and they don't really specify what a dangerous animal is. I don't have venomous snakes, but I have a small alligator (legally) and a couple of large snakes and lizards. I'm permitted and the FWC knows what I'm up to, so I leave it that. I also have a city occupational license, and I have been honest, although vague! 
Anyway, start with your state wildlife officers, they're the ones that can help you or hurt you.
