Although States, City's, and Counties may have specific ordinances that cover the possession of large snakes, they do not have authority beyond this regarding P. molurus as covered under the Endangered Species Act (ESA). If large pythons are legal in your City, you will still need a Federal CBW permit issued by the US Fish and Wildlife Service to obtain P. molurus, unless you are able to purchase them within your State of residence. This website: http://www.fws.gov/permits/ has all the information to obtain federal ESA permits for molurus. Under Application Forms click on Select Form By Number and look for form number 3-200-41. This is the CBW application you will need for your permit to obtain and possess molurus from out of State sources. Usually takes 3 months or so on average to obtain the permit, although mine took a little longer when I obtained it several years ago.
