It sounds like a URI. And the scale damage looks like an old scare from a rat or even a burn. Sometimes when there is scares like that they have a hard time shedding in that spot. If the weezing continues and bubbles start to come out of the mouth or even a puffy throat you need to get some baytril or tylon. Let me know if it continues I can treat it at the store if need be, Try to save you some money going to the vet.
