My under-tank heating pad doesn't really seem to be effective. It's an Exo Terra Heat Wave Desert 16 watt heat pad, I've placed it under one side of my 30g terrarium (converted aquarium), it's been on for about 3 hours now and the ground temperature is barely 75F, only about 3F warmer than the unheated side. Is there something wrong with my heater or does it just take a while to heat up?

When I touch it from the bottom it is somewhat warm, but far from the burn hazard I've heard about them being.
