If your friend ONLY wants one that is tame, then find a sub adult or adult that can be handled, regardless of locale. The reason opinions vary in this area is because experience varies. Even if you could find owners who came to a general consensus that a specific locale was more docile, it will not mean the one he gets will be tame, just because its origins trace back to that locale. It sounds like your friend is not interested in taking the chance, so what difference does locale make? Have your friend contact various breeders/collectors and ask about older animals with a more established disposition. Of course this doesn't mean they won't become aggressive over time. Good luck.
