Hi. Heres a couple links for you. The first one is city of L.A., the second in L.A. County.

From looking through it real quick, it unfortunately looks almost as if you need a permit for anything outside of a kingsnake or gophersnake in the unicorporated county, and need a permit for any dangerous animal or reptile in the city limits. but I'll let you look it all over.
As for the State law, it doesnt specify a limit 2. from the state law;(but county and city will override this in your case)
Restricted species are;(E) Family Crotalidae - Pit Vipers All species (D), except Crotalus viridis (Western rattlesnake), Crotalus atrox (Western diamondback rattlesnake), Crotalus ruber (red diamondback rattlesnake), Crotalus scutulatus (Mojave rattlesnake), Crotalus mitchelli (speckled rattlesnake) and Crotalus cerastes (Sidewinder) not restricted.
