Like FR said, its not impossible for one to pop out like that I just see it being very unlikely. Its the "pure" speckling on the lower sides that ID that as a San Diego striper. There are still stripers in Riverside Co. with speckling but I've never seen one with pure speckling like that. Here are a few found several miles south of Corona.















If you find another in the same area with perfect speckling, I would consider them very likely releases. He's very nice though.
