Im guessing this wouldnt just happen after one bad shed?

only i had to go to my friends house only 3 days ago as his female rat snake had a similar problem.

she had a small amount of skin left on the end of her tail which was still there after her second shed which had started building up and becoming tight.

so i had to go and remove it once removed everything underneath was fine.

If this is the tail dropping off as a result of bad shed i would say for it to get that bad then it must have been quiet a few sheds since the first bit of skin was left....

This is just my opinion therefore i think you will need some proper advice of some of the more experienced guys on here.....
