I suggest soaking her for about 10 minutes in luke warm water (about 75-80F) then let her run through a slightly damp towel to see if this removes all the spots.

Some definitely look like unshed skin but others look like actual white scales or scars.

Did she have these when you bought her or did they develop afterwards?
