Scientists are not driven by grant money as you imply. Nor do they make up investigations just to get grant money. Science is driven by observations, which raise questions, which are then investigated. If the preliminary investigations yield pertinent data, and further more in depth investigations are both required and relevant, then grant money is applied for. What you are implying would have to result in backward science, in other words, find something to investigate tailored to grant money. Thats just not the way it works.
