That baby does look to be a lavender. I had several lavenders het hypo that look virtually identical to that one. They can look a bit variable, but most look just like that one with a sort of "ghost" look to them that later develops into their more mature colors.
Here you can see the comparison to the hypo lavender and the darker lavender phenotype.

And here you can see some of the others together. Normal hets, hypos, hypo lavenders, and lavenders. These are all pre-shed of course..
