The final push they needed was the Everglades situation. It was inevitable. They simply are stopping the ability to legally bring them across state lines, which slowly hampers sales and eventually (they think) lessens the number owned. Probably all true. I don't think this is a big stepping stone. I think it was the inevitable result of what was in motion for many many years. I hope I am correct. | ||
