I agree with Kitkat. I have 21 happy indoor cats here. As for the rail, even if they can sense it what if a dog is chasing them?? Or a mean person?? Or some other animal? Then they could be chased right onto those tracks. Electricity or no electricity in a panic they won't be thinking about what they sense. If they stop at the rail then whatever is chasing them might get them and if they don't the rail or even a train will get them. I would keep them in and safe.
