Neutered toms are capable of sexual behaviors, but probably this is more a territorial issue. For some reason, he is probably "marking" his territory or asserting his dominance with this unusual action.



You might want to have a vet check just to be sure this isn't caused by some illness, but it seems that would be unlikely, unless you are noticing other things like a lack of appetite or an unusual lack of energy.
