upping humidity levels

I'm getting a baby sulcata tortoise on Tuesday, It's now Sunday. I've been told to house them on straight alfalfa hay, but i've also been reading a lot about needing high humidity levels. What would be the best way to go about increasing the humidity and also the best substrate in your opinion.
