Tortoise leash?

Was wondering if anyone knew of a tortoise leash or harness to stake in the yard. I have a good acre of yard, with no fence, consisting primarily of native texas grasses and weeds (mowed short). My 3 yr old tort loves to forage in it while I watch from the chair or through the window but has gotten away before when I forgot about him just for a few minutes! Luckily I found him again in my yard...10 days later! I built him a pen out of bricks but he wore down his spurs constantly trying to climb/dig through it. A sturdy harness on his shell and about 20 feet of thin chain or cord seems like a good idea to me (with a shade spot within reach of course). I would only leave him on for a couple hours each day or so. Any suggestions? When not in the yard he is in a plastic children's swimming pool with hay.
