tortoise troubles

Hey!! its been a while since i posted but i have a slight problem with my small sulcata. the little guy isnt big enough for me to trust oustside on his own yet(with winter opproaching my other torts are inside to, any way enough ranting. so i have him set up in a home made enclosure in my basement. being close to winter it is getting colder down there, my original plan was to wait another week or so to add an additional heat source but i noticed the little guy becoming a bit lethargic so i added another bulb a few days ago. i thought this would pull him out of that lethargic state but it hasnt, his apetite has decreased (he still eats but very little) he hasnt pooped for a little over a week and he still is a bit lethargic. i have been soaking him for about ten minutes a day just to see if that would help him but it doesnt seem to be. any suggestions to what the issue could be and ways to help him would be appreciated.
