The underside of a sulcata tortoise

Hi, we have an 18 month old sulcata tortoise. When I hold him in my palm he pokes his head and neck all the way out, and when i rub the underside of his shell is legs start moving and he opens his mouth. Does anyone know if they respond to voices or touching? Thank you.
