I don't mean to sound insensitive, but if you don't have a vet in the area, your tortoise may be doomed (especially if the little fella isn't eating). Young tortoises such as these are often prone to respiratory illnesses, and they are usually the cause of death of many a young tortoise. The only solution is to get the guy to the vet so that he may administer antibiotics.

However, keep in mind that I haven't seen your tortoise, so the problem may not be as severe as all of that. Ensure to bathe the little gent daily. Keep him warm, and ensure to offer food on a daily basis. Consult caresheets (on this site and chelonia.org) and do your best to find a vet.
