To keep the little fellar hydrated I'd soak him daily. 15-20 mins up to the bottom of the shell. Make sure he's got a warm basking area--offer foods that will entice him to eat. Bright colorful food (flowers, fruits, veges).

Best of luck - start searching for a qualified vet.
