We need more info to try and help. Does he have an under tank heater? Does he have a light schedual? Does he have a moist hide? Is there a small dish of calcium with D3 in his cage? Does he have a fresh dish of water in his cage?What are the temperatures in the cage there should be a warm side and a cool side? Has his food been gutloaded and dusted since you got it?
As for the flaking of the skin sounds like he could use a nice soak in luke warm water in the sink.
