Help with Sexing part 3

I'm unsure on this one. Anal scutes say male, but it is a dead flat plaston. This one is 18.75" long and weighs 39.6 lbs. Shell is worn smooth from Tort # 2 always mounting, yet this tort has never dropped eggs. Tort was a rescue and I am unsure of the age (about 7 lbs when I got it about 4 years ago. Yet when I put this one in the pen with the first tort, this one tries to mount that one.

SO, between behavior and morphology, I'm confused on which sex this is. Any suggestions?
