If it feel chilly to you, then it's too cold for them; they're ectotherm, remember? That's why opened top cage is no good for keeping reptiles because it allows heat to escape. However, you can't keep a large monitor in a small enclosed cage. You probably need a well heated, room size cage for a large size animals.
