Build the shape you need out of something, plywood or scrapwood will work, but styrofoam is lighter and it will work just fine too. Then simply paint it with fiberglass resin (what they paint boats with). You could use an epoxy (make sure it is waterproof and safe if you have animals in this pond) and put rocks, fake plants, whatever you wish on it to decorate.
