Cat stills wants a boyfriend

I had my cat spayed. For some reason it didn't take. I took her back and the vet did it again. He said she was all good to go. Now my cat is in heat again!
The vet said something about the estrogen could be coming from the kidneys somehow. Does this sound right? He said the ovaries and kidneys were formed from the same cells so sometimes the cells get mixed up.
