well first of all let me say that if youre going to be touching up photos, i have found that using photoshop elements works a hell of a lot better than regular photoshop. I use 3.0 which suits my needs just fine and a lot of touching up can be done using the auto options. with this rendering (i retouched it after your last post) i used the 'enhance/auto smart fix' followed by an 'unsharp mask'. i then went again into the enhance options and chose 'adjust color/adjust hue/color' options and dropped a bit of color and lighting but added a tiny bit of hue to even it out. this got rid of the excess neon look without making it lose the necessary color. each pic has its own requirements. its trial and error for the most part.
