Silly shipping question..

I had someone inquire about an animal I'm going to offer for sale in a month or so and about shipping to Toronto, Canada. Now, this may seem like a stupid question, but I live in Oregon and am curious, would shipping a package/animal from Oregon to Canada be considered exporting? In which case, I'd have to have some certification of some sort or paper work to make that legal?
