There are "rules" and there are "guidelines". They vary from company to company and from each "stop" along the way.
If one UPS stop along the way does not agree with what or how something is boxed/labeled I believe they can stop it right there and not forward it.
In the fine print of your "agreement" with these companies, you may find this to be true and that they can also add on additional fees of as much as $200. if they deem your pkg. to be "mislabeled".
The guys who purposely try to circumvent the "rules" and terms obviously do not help out at all those who ship on the up-and-up.
